A framework to evaluate project proposals

  1. Problem.

    • What is the problem we are truly solving for people? Make sure this is clear. Don't start with a solution.
    • What is the evidence that this problem exists?
    • Do we have data or observability to prove that our problem is real and not just an assumption? If we are making assumptions, state so clearly. If we don't have data, we should collect it.
    • Would we have a way of measuring the impact of a solution to prove that it is working?
  2. Current state of the world. How do things currently work which exemplify the problem?

  3. Vision for the target state. What are the desired goals and outcomes? Are we moving in the right direction? Does the target state for this particular problem fit in the bigger picture of what we're doing?

  4. Recommendation. Does our recommendation move us closer to the target state? Provide evidence and a justification.

  5. Alternatives. What are the pros and cons of our recommendation compared to the alternatives? Are there any risks to call out?

  6. Next steps. What are the immediate next steps to bring this to fruition?
